I have a new Bissell Powerforce Upright bagged vacuum cleaner. I installed a new belt and the brush will still not spin. The motor is turning and it is burning through the belt. please help

Yet another clogged heater on a Bissell Proheat carpet cleaner. This one was a model 1697. Customer stated that it just was not pumping water from either the upholstery hose or the floor nozzle.
